TradebullyingcannotmaketheU.S.“greatagain”——Voicesfromtheforum“ProblemsinandSolutionstoSino-USEconomicandTradeFrictions”OnJune5,2019,theNationalHigh-endThinkTankForumoftheChineseAcademyofSocialScienceswasheldinBeijing,withthethemeof“ProblemsinandSolutionstoSino-USEconomicandTradeFrictions”.ExpertsandscholarsfromtheChineseAcademyofSocialSciences(CASS),theDevelopmentResearchCenteroftheStateCouncil,andtheChineseAcademyofInternationalTradeandEconomicCooperationandotherinstitutionsmadein-depthexchanges.ExpertsbelievedthattheU.S.governmentblamingdomesticcontradictionsonothercountrieswillnotonlyfailtoachievethegoalofbecoming“greatagain”,butalsoseriouslydamagethedevelopmentinterestsofitselfandothercountriesintheworld.Therearenowinnersinthetradewar.IftheU.S.insistsonescalatingtradefrictions,Chinaisconfidentofitsabilitytodefendnationaldignityandtheinterestsofthepeopleandtodealwiththenegativeimpactofeconomicandtradefrictions.SeriousdamagetothecredibilityoftheUnitedStatesitselfWuBaiyi,directoroftheCASSInstituteofAmericanStudiesbelievesthattheU.S.government’sdeclaringoftradewartoarousenationalismandpopulisminAmericansocietyseemsliketorespondthedemandofthemiddleandlowerclasses,butactuallyisunabletochangethesituationofpolarizationofinterestsandsocialinstabilityathome.Itcannotfundamentallysolvethestructuralproblemsincludingindustryhollowing-outandstagnationofpublicincomeintheU.S.AccordingtoWTOdata,thegrowthrateofU.S.goodsexportsinthefirstquarterof2019dropped6.5percentfromthesameperiodlastyear.TheadverseimpactofeconomicandtradefrictionsinitiatedbytheU.S.onitselfissignificantlyhigherthanthatof2018.ExpertsbelievedthatiftheU.S.continuetoescalatetheeconomicandtradefrictions,therewillhavegreaternegativeimpactonAmericanenterprisesandconsumers.DamagetotheinternationaleconomicgovernancesystemAdeeperimpactoftheU.S.escalatingeconomicandtradefrictionsisitwillseriouslyunderminetheefficientglobalsupplychain,industrychainandecospherefortechnologicalinnovationformedunderthebackgroundofeconomicglobalization,whichwillhaveadverseconsequencesonglobaleconomicgrowth,rationalworlddivisionoflaborandgreetingthenewindustrialrevolution.TheattempttosuppressChinawillnotsucceedByreleasingthevitalityandconsumptionpotentialofmarketplayersthroughtaxreductionandfeereductionandbymakingupforshortcomingsinthefieldsofinfrastructure,industrialupgradingandsocialdevelopment,Chinastillhasconsiderablespaceandpolicyreservesforexpandingdomesticdemand.Inrecentyears,thesupply-sidestructuralreformhasbeencarriedoutstepbystep,thethreetoughbattlesincludingforestallinganddefusingmajorrisks,carryingouttargetedpovertyalleviation,andpreventingandcontrollingpollutionhaveproceededsmoothly.China’seconomyhastheabilitytodealwiththefluctuationsinexternaldemands.Chineseenterpriseswillconsolidatetheirtechnologicalfoundationandmanagementcapabilitiesintheeconomicandtradefrictions,andwillparticipateindivisionoflaborontheglobalsupplychain,industrychainandvaluechainatahigheranddeeperlevel.
