“SoundChina-USRelationsBringGreatBenefitstoBothCountriesandBeyond”_GuangmingOnlineDavidFirestein:PresidentandCEO,GeorgeH.W.BushFoundationforU.S.-ChinaRelationsDaWei:DeputyDirector,CenterforSecurityandInternationalStrategy,Professor,SchoolofSocialScience,TsinghuaUniversityXiaoLianbing:SecretaryGeneral,CenterforInternationalExchange,CommunicationandCooperation,GuangmingDaily1.“BringtheUnitedStatesandChinaCloserTogether”XiaoLianbing:DavidFirestein,youarethepresidentoftheGeorgeH.W.BushFoundationforUS-ChinaRelations.TellmewhattheFoundationhasdonesincetheoutbreakofCOVID-19?ProfessorDaWei,whatdoyouthinkoftheworkoftheFoundationfromtheperspectiveofaChinesescholar?DavidFirestein:PresidentGeorgeBushwasveryinterestedintherelationsbetweenthetwocountries.In1974,heservedasthedirectoroftheUSLiaisonOfficetoChina.HeunderstoodhowimportanttherelationshipbetweentheUnitedStatesandChinawas,andheshowedgreatvisioninthisregard.U.S.-Chinarelationswerealifelongpassionforhim.PresidentBushalongwithhisson,NeilBush,orchestratedanumberofconferencesonthetopicofU.S.-ChinarelationsthatoccurredeverycoupleofyearsandPresidentBushwaspersonallyinvolvedinthefirstfive.ThefoundingoftheBushChinaFoundationin2017byNeilBush,withtheblessing,supportandactiveinvolvementofhisfather,wasanefforttocreateaplatformtogiveexpressiontoPresidentBush’slifelonginterestinChinaandtheU.S.-Chinarelationshipanddoworkthatwouldbuildbridgesandgreatertrustbetweenthetwonations.ThemainworkthatwedotodayistobringtheUnitedStatesandChinaclosertogethertotrytosolveproblemsintherelationshipandtogenerategreaterlevelsofunderstandingandtrustbetweenthesetwocountries.WedothiswhilehonoringPresidentGeorgeH.W.Bush’svisionfortherelationship,whichisavisionofworkingtogethertosolveproblemsandcollaboratingacrossawiderangeofissuesintheworld.PresidentBushfundamentallybelievedtwothingsabouttheU.S.-Chinarelationship:Numberone,thatit’sthesinglemostconsequentialbilateralrelationshipintheworld;numbertwo,virtuallynoglobalproblemcanbesolvedintheabsenceofuscommunicatingandcooperating.OurFoundationexiststocontinuetogiveexpressiontothoseviewsofPresidentBushandwe’reveryproudtobeabletodothat.TheFoundationestablishedtheU.S.-ChinaCoronavirusActionNetwork,orU.S.-ChinaCANinApril2020.ItwasaverysuccessfuleffortthatwasgearedtowardbringingtobearAmericangenerositytowardChinaatthetimethatChinawasreallybearingthebruntofCOVID-19,andthenultimatelytodothesamethinginreverseandhelpfacilitateChinesegenerositytowardtheUnitedStatesatthetimethatCOVID-19wasreallystartingtotakeholdintheUnitedStates.Wehavepartneredwithanumberofdifferentorganizationstofacilitatethetransmissionanddonationofmasksandothertypesofpersonalprotectiveequipment,aswellastechnologicalknow-how,andbestpracticesandexperiences.DaWei:TheFoundationimpressedmemostintwoways.First,ithasthecouragetospeakoutandtakeactionsindevelopingChina-USrelations.Inrecentyears,China-USrelationshaveencounteredunprecedenteddifficulties.AdvocatingChina-UScooperationseemstohavebecomemoredifficultintheUnitedStates.Nevertheless,theFoundationisstillcommittedtospeakingoutforahealthyChina-USrelationshipandmakingunremittingefforts,andthistakespoliticalcourage.Second,theFoundationhasbroughtastateandlocalperspectivestoChina-USrelations.AstheFoundationisbasedinBush’shometownofTexas,ithasimpressedpeoplethroughitsfruitfulworkbygatheringalargenumberofpeopleinAmericanpolitical,academic,businesscommunitiesaswellasoverseasChinesewholiveandworkfarfromthebeltwayofWashingtonDC.ItisnotonlyWashingtonthatsetsthetonesforUSpoliciestowardChina;ahealthyChina-USrelationshipentailsexchangesatalllevelsbetweenthetwocountries,andtheFoundationhasplayedanimportantroleinthisregard.Facingtheunprecedentedpandemic,theFoundationdoesnottalkthetalk,butwalkthewalk.InearlyFebruary,2020,whentheepidemichitChinahardandasthecountryranintoshortagesofmedicalsuppliessuchasmasks,theFoundationpurchased550,000medicalmasksfromtheUnitedStatesandsentthemtoChina.IrememberMr.Firesteinsaidinaninterviewthat“wehavesupportedeachotherthroughthickandthin”.Theabbreviationof“theCoronavirusActionNetwork”isCAN.IbelieveifallwalksoflifecanfollowthestepsoftheFoundation,startingwithsmallmatters,thentheoverallrelationsbetweenourtwocountries“can”bestabilized.XiaoLianbing:WhatdoyouthinkofChina’sfightagainsttheepidemicandthecooperationbetweenChinaandtheUnitedStatesinpublichealth?DavidFirestein:WithCOVID-19beinganewchallengethatwehavenotmetbefore,effortsmadebyeverycountrywerenotidealintheearlystageoftheepidemic.Aftertheinitialstage,ChinahasimplementedaseriesofeffectivemeasuresandtheChinesepeoplehavemadegreatsacrificestocontroltheepidemic.Today,whatweseeinChinaistheresultofthesesacrifices:Chinastandsouttobetheonlymajoreconomythathasrecordedpositivegrowthin2020.Inthefuture,bothcountriesshouldmakefulluseofourstrengthsinscienceandtechnology,biosescienceandpublichealth,workingtogethertodealwiththeimpactofCOVID-19onthewholeworld.DaWei:Chinahasdonewellinbothepidemiccontrolandeconomicdevelopment,whichisworthyoftheprideofeveryChinese.Whereascountriesaroundtheworldarestillfacingarduoustasksinthisanti-epidemicfight,wemustnotletourguarddownbecausevaccinationtakestimeandthevirusmayevolve.Withtheepidemicbeingaglobalcrisis,thevictoryoveritcanonlybesecuredwhenallofusstandinsolidarityasnosinglecountrycanwinthisbattlealone.2.“TheU.S.shouldgetalongwithChinainamorepragmaticandlessideologicalapproach”XiaoLianbing:Theyearbeforelast,attheseminarheldinChina,Mr.NeilBushspokeabouthisthoughtsonChina-USrelationsoverthepastfewdecadesandpointedoutthattheUnitedStateswasalsothebigwinner.Inyouropinion,inwhatwayswillChina-USrelationsbenefitbothparties?DavidFirestein:IabsolutelyagreewithNeil’sassessmentthatthedevelopmentofU.S.-ChinarelationsoverthepastfewdecadeshasbeengoodforChina,Americaandindeedthewholeworld,especiallyinourtradeandeconomicrelations.Itistruetosaythattherehavebeensomeveryseriousareasofcontentionwithinthebilateralrelationship—areasthatarestillunresolved,andthatwillprobablyalwaysbeunresolved.Therehavebeenveryintensedisputesaroundtraderecently.Eventakingthatintoaccount,thefactis,America’sprosperityinthelastseveraldecadeswasfueledtoaverysubstantialdegreebytheU.S.traderelationshipwithChinaandtheabilityofAmericancompaniestoworkwithChina,tocollaboratewithChinesepartnersandtogenerategreaterefficienciesintheirproductionprocesses,whichtranslatedintohighqualityproductsbeingmadeatpricesthatconsumerswerewillingtopay.It’sthenotionofcomparativeadvantage.ChinaservedasamanufacturingplatformformanyAmericanandglobalcompaniesandasaresult,tremendousadvancementsweremadeineverysectoroftheglobaleconomy.Further,theU.S.andglobalstockmarketsgrewinexplosivewaysoverlastfewdecades.Iamsaddened,becausealotoffolkslookbacktodayandquestionwhetherengagingChinaeconomicallyorfacilitatingChina’sentranceintotheWTOwastherightthingtodo.Neil,I,andtheFoundationwillalwaysbelievethatwhathappenedoverthelastfewdecadeshasbeenonthewholeverypositiveforAmerica,verypositiveforChina,andverypositivefortheworld.DaWei:Indeed,bothcountrieshavegreatlybenefitedfromChina-USrelationsoverthepastfewdecades.Strategically,theColdWarwasescalatingandtheinternationalsituationwasverytensewhenChinaandtheUnitedStatesestablisheddiplomaticrelationsin1979.AstheColdWarended,ChinaandtheUnitedStatessharedthedividendsofpeaceanddevelopment,andChinahasachievedleapfrogdevelopmentinthepastfewdecades.Economically,IagreewithDavidthatChina’sexchangeswiththeUnitedStatesaremutuallybeneficial.ChinahasutilizedAmericancapital,technologyandmanagementexpertise,whileAmericancompanieshavemadehighprofitsinChina,andglobalconsumershavealsogottenanaccesstohigh-qualityandinexpensiveproductsmadeinChina.ThedeepintegrationofChinaandtheUnitedStates,twoeconomiesofhugescalebutindifferentstagesofdevelopment,haspromotedthedeepeningofglobalization.WithoutsoundChina-USrelationsinthepastfewdecades,globalizationmaystillcomebutitwoulddefinitelynotreachtheheightwhereitistoday.XiaoLianbing:WhatareyourconcernsaboutthestatusquoofChina-USrelations?DavidFirestein:There’snoquestionthattheU.S.-Chinarelationshiphasdeteriorateddramaticallyinthelastseveralyears.TheprofoundlackoftrustweseeintherelationshiptodayisbadforAmericaandbadforChina,aswellasfortheworld.I’mtroubledbythestateoftheU.S.-Chinarelationshiptodayanditisgoingtotakequitesometimetogettherelationshipbackontrack,butIthinkthatisacausethat’sworthfightingfor.PeopleofinsightintheUnitedStateswanttoseeamorepragmaticandlessideologicalapproachonthepartoftheUnitedStatestoitsrelationshipwithChina.Icertainlyembracethatperspective.TheU.S.needstolookatChinawithalevelofdispassionandstrategicthinking.Weneedtorecognizethatthereareissuesintherelationshipwherethedifferencesareirreconcilable,however,itisalsotruethatthereareareaswherewecanfruitfullyworktogetherandadvanceourowninterests.I’velongbeenanadvocateoftheideathattheUnitedStatesshouldengagewithChina,notbecauseitisaltruistic,butbecauseitisgoodforAmericatoworkwithChinawhereneededonissuesofcommonconcern.WhatwehaveintheUnitedStatestodayisasensethatit’sazero-sumdynamicgoverningtheU.S.-Chinarelationship,butthatisnotuniversallytheapplicableframework.TheUnitedStatesoughttoaimforaU.S.-Chinarelationshipthatisfunctional,constructive,results-oriented,mutuallybeneficialandpoliticallysustainable.DaWei:China-USrelationshavedeterioratedmarkedlysince2018.Bothsidesbelievethattheothersideishostile;manybelievethatconfrontationandcompetitionbetweenChinaandtheUnitedStatesaremoreacceptablethanbefore;andtheseareextremelyworrisomechanges.Sometimespeoplefeelthatitdoesn’tmatteriftheChina-USrelationship“sufferedsetbacks”fromtimetotime,aslongasnoconflictshowsup.Butlookingbackathistory,wewillfindthatgreatpowerpoliticsislikeagiganticship;oncesailinginawrongdirection,itwillbedifficulttostopandturnaround.Therearemanytragediesininternationalpolitics,resultingfromaseriesofmisjudgmentsinsteadofcarefulplanning.Throughouthistory,thosefallingintothe“ThucydidesTrap”alwaysbelievedtheycould“hitthebrake”whennecessary.Thetruthoffactis,afterunknowinglypassingacertaincriticalpoint,brakesbrakingwillbetoolate.Weallhavetolearnfromtheselessonsofhistory.3.“TheUnitedStatesandChinawillnotplungeintoaColdWar”XiaoLianbing:WilltherebeaColdWarbetweenChinaandtheUnitedStates?DoyouhaveanysuggestionsforstabilizingChina-USrelations?DavidFirestein:IdonotthinkwewillendupinaColdWar-typescenarioforavarietyofdifferentreasons.First,unliketheSovietUnion,Chinainmyjudgmentisnotseekingtoexportitssystemtotherestoftheworld.Second,ChinaismuchmoreeconomicallyintegratedwiththeUnitedStatesthantheSovietUnioneverwas.Evenafteraboutthreeyearsofthetradewar,ChinaisstillthethirdlargesttradingpartneroftheUnitedStates.Third,fundamentally,theUnitedStateshasscoresofallies,whileChinahasnoalliancerelationshipsofsimilarcaliber,sotherewillnotbetwoColdWar-likeblocs.Ultimately,concernsaboutaColdWarareunfounded.Tothequestionofhowwestabilizetherelationship,thereareafewthingsthatwecandoatpresent.Firstandforemost,engaginginsomeconfidence-buildingwouldbeasmartandtimelythingtodo.SuchmeasurescouldincluderestoringthetwoconsulatesthatwereshutdowntowardtheendoftheTrumpAdministration,theFulbrightprogram,otheracademicandculturalexchangesbetweentheUnitedStatesandChina.Perhapsevenmorefundamentally,theUnitedStatesandChinashouldeliminateallofthetariffsthatwereinstitutedduringtheTrumpAdministration.Lastly,weneedtochangetherhetoricandgetbacktolanguagethatIthinkismorecarefullycalibratedonbothsides.DaWei:IalsobelievethattheChina-USrelationswillnotdriftintoa“newColdWar”,butitdoesnotmeanthatChina-USrelationswillnotbeindanger.WhatIwanttoemphasizeisthathistorymayresembles,butitneverrepeats.Itisinaccuratetodescribetoday’sChina-USrelationswiththeword“ColdWar”.Justnow,Davidhaspointedoutthethreemajordifferencesbetweentoday’sChina-USrelationsandtheUS-SovietrelationsduringtheColdWar,withwhichItotallyagree.ItisdifficultforChinaandtheUnitedStates,whoareinterdependentoneachother,torepeatthehistoryofColdWarbetweentheUnitedStatesandtheSovietUnion.However,Ithinkthereisanothersideweneedtobeawareoftoo.TheColdWarwaslargelypeacefulatleastbetweenthetwosuperpowers.ButifChina-USrelationsarenothandledproperly,arealmilitaryconflictispossible.Wemayalsofaceamoredangerousandpainfulsituationthathaven’tbeenfacedbytheUnitedStatesortheSovietUnion,becausetheydidnothaveissueslikeindustrialchaindecoupling,cybersecurityandartificialintelligence.Ifwelookattoday’ssituationwithaColdWarmindset,wemayfallinto“self-fulfillingprophecies”whichleadstolargerconflicts;orunderestimatethedangerwearefacing,thinkingthatissuesthatdidnotoccurintheColdWarwillcertainlynotoccurbetweenChinaandtheUnitedStates.Bothoftheseattitudesarewrong.TostabilizeChina-USrelations,oneofthetopprioritiesisthatthetwocountriesresumeofficialdialoguemechanismsassoonaspossible.Nomatterhowdividedopinionsmayappeartobe,itisbeneficialforthetwogovernmentstositdownandtalkwitheachother.Andnomatterhowthebilateralrelationsevolve,thebottomlinethatmustbeheldisthatthereshouldnotbeacompletedecouplingineconomicrelationsandpeople-to-peopleexchanges.4.“Itisdangerousandone-sidedtodefineChina-USrelationsasstrategiccompetition”XiaoLianbing:Chinaputsforwardthespiritofnon-conflict,non-confrontation,mutualrespectandwin-wincooperationbetweenourtwosidesandhopesthatthetwocanfocusoncooperation,managedifferences,advancethehealthyandstabledevelopmentofChina-USties,andjoinothercountriesandtheinternationalcommunityforworldpeaceanddevelopment.WhatisyourcommentonChina’sproposition?DavidFirestein:It’snotsurprisingthat,withcountriesasdifferentastheUnitedStatesandChina,therearetensionsanddisagreementsoverawiderangeofareas.So,theaspirationthatPresidentXihaslaidoutisabsolutelycommendable,whichissomethingthatweoughttoworktoward,whilestillrecognizingthatatpresentthereareimmensechallengesonthebilateralagenda.First,weneedtostabilizetherelationshipandgettoaplaceoffunctionality.Then,Ithinkwecanstarttalkingabouthigherlevelgoals.DaWei:Inthepasteightyears,China’spositiononChina-USrelationshasbeenconsistent.Indeed,thisvisionentailsconcreteactions.Forexample,fortheretobe“non-conflictandnon-confrontation”,theChineseandAmericanmilitaryneedtoembracemorecrisismanagementmechanismsandconfidencebuildingmeasures.Inordertoachieve“win-wincooperation”,ChinaandtheUnitedStatesneedtoachieveanewequilibriumintheireconomicandtraderelationsandpeople-to-peopleexchanges.Ontheonehand,thetwosidescanmaintainclosecontacts;andontheotherhand,bothpeoplesfeelcomfortableandsecured.XiaoLianbing:WhatdoyouthinkoftheChina-USHigh-levelStrategicDialogueheldinAlaskainMarch,2020andChina’stalkswithJohnKerryinShanghai,theUSPresident’sclimateenvoy?DavidFirestein:Themeetingbetweentheseniorofficialswassomethingthatneededtohappenanditachievedacoupleofimportantgoals.First,therearetwoseniorofficialsoneachsidethathaveachancetositdowntogetheranddiscussanumberofdifferentissuesandgettoknoweachotherinthesenewcapacities.Itisimportantthattheseofficialsdedicatedsometimetobuildingarelationship.Second,thishelpedestablishafoundationforfuturemeetings.Whilethemeetingwasgenerallycharacterizedbyoutsideobserversasverycontentious,myfeelingisthatyouhavetostartsomewhere.Ithinkthismeetinglaidthefoundationforfurther
